Sorry, yes, they are but you cannot build in a separate pipe bypass as this is a change to the 'as supplied' regulations.

This then gives you some problems with the water pump churning away and the water going nowhere. I've actually had the pressure generated in the system split a pipe and there's always the possibility of a cold sieze unless there is some leakage across teh valve.
