The rules say that wet tyres will be kept in parc ferme and the spare set can be used if the first set is damaged. For the slicks they have to be bagged up on rims but it is not clear if this also applies to your main set of wets.
As you say, you could go the whole season without needing to use the wets but that is unlikely with the UK weather.
