I was on to Ron recently when this came up. He has been looking at the results from as many meetings as he can, along with the complaints that have been made.
In many cases the complaints are confusing, with some drivers complaining that their restrictor gives them less power, only for the event to have been won by someone on that restrictor; while other drivers at a different track are complaining that 'their 'restrictor is at a disadvantage, only their restrictor is teh one winning at other tracks.
There are a number of drivers who are doing back to back tests of one restrictor against another and against other different (non-regulation) sizes to see if there is some 'easy' answer.
What often seems to be happening is that the complaint is that someone who has been beaten regularly in the past is now not being beaten so easily and this coincides with the change in restrictors or that times have slipped by more for one person than another.
One notes too that the NKRA has in the past altered the weights for each band on a three year cycle by a couple of kilos just so that there is no 'regular' year on year advantage (one year it's 'up', one year it's 'middle' and the third year it's 'down'). In the past it has produced very competive grids. (The web at the moment shows the 2009 weights, so I guess that will be altered soon.)
So something is being done, though they haven't yet got the 'snow restrictor / snow tyres' combination.
