Hi Dan

If you take the red adjuster and the spring out of the black housing, does the valve move in and out freely or is it quite stiff to move. It should be free.

Is the bellows still attached.

Is the blade the correct way up, with the curved cut out on the bottom.

Did the builder service the powervalve or did you do it yourself. if the builder did it, give him a call.
