It's actually a tough one. Spacers CAN be fine, so long as you are not using too many AND you do not carry a huge amount of weight in/on the seat (your own weight and/or lead bolted to the seat). The increased 'leverage' on the seat of having a LONG (packed-out) bolt can do a lot of damage.
Don't simply 'tension' the seat-stays by doing up the seat bolts without some changes with the seat/seat-stays as (astoundingly) it's not ONLY the seat stays that will twist but it really WILL causes temporary 'twists' in the chassis!
I'd heat and bend the stays, personally. Yes I KNOW it will spoil the pretty paint..... but that really IS of SECONDARY importance.
Failing that, I'd take the chance of cold-bending it if the amount is only small.
Finally, if you only need to reduce the seat size by a small aoount compared to the old one, I'd actually prefer to 'pack the seat' with foam lining to take up the excess 'play'. That's easier and cheaper than you think, so long as it's not a 'carpet-covered' Tillet or anything similar. Go to any tolerable camping shop and buy the dense-foam bed-roll; the denser the better. Cut this to various shapes and glue (Evo-Stick or similar, ideally '3m' spray-on upholstery glue) to the INSIDE of the seat in various layers. Finally, use good quality Tank (gaffer, duck, duct, etc.) tape and tape-over the foam to make it smooth and water proof. You will then have THE most compatable and well-fitted seat on the grid. It will be tailor-made to fit you PERFECTLY! Bed-rolls cost between £8 and £18 and are about 2 metres by half a metre.
