I don't advise bending the seat tubes without heat. Its ok to cold bend the flattened end so that its tangential to the part of the seat that fits to it, and commonplace to use spacers to fill the gap. This does give you the advantage of being able to position the seat within the support tubes to get the side to side weight distribution as near equal as possible.
