what area of the country do you live?

A lot of MSA tracks allow practice sessions without having a license, Hooton for instance , Whilton Mill and GYG.

Or is it non MSA racing you are looking for?

As for 4 stroke , you can get a TKM 4S 19hp 12000 rpm, or a Biland (250cc Twin 28 - 35 hp ) or there is Swiss Auto and Vampire at around the 30-35 hp mark. These are faster than a Rotax on equal tyres.
If money not an object then there is the Axairo wa_nkle engine which is around 50hp and must be the fastest kart there is!!
