Perhaps it is because you and they have different understandings of what is happening.
For example, what do you think "doing their level best" means?
For the MSA representative it may mean fighting for some budget to put someone onto the task of investigating the issue more than looking at the race reports.
For you it may mean something different.
For teh MSA it might be counterproductive to say "We are trying to find teh budget" or even that someone has got it on their plate after they have finished what they are doing now. Better to remain silent than have people stating that the issue of nosecones is more important than anything else they may be doing.
Which it probably is, if you are a cadet parent, but less important to me, say, worried about being injured by a kerb rider.
I have found the MSA are reasonable and understandable, they aren't deliberately incompetent but their priorities and difficulties are not the same as yours and may not appear valid on a forum like this of people who often don't want to listen.
