Paul, My understanding is as follows :- (however I may have it wrong so please don't take my word for it)

2009 - BS (blue)and Snaell are OK for Cadets & Juniors
2010 - BS (blue) out of date, Snell OK, CMR OK but not mandatory in UK, mandatory in Europe for under 15's (I think)
2011 & 2012 - CMR mandatory for Cadets but not M/Max or Juniors in UK. Mandatory in Europe for under 15's (I think)
2013 - CMR mandatory in UK for under 15's
