Static v. dynamic weight is the question.

The important consideration in this is the diffence between static and dynamic weight. I don't believe that this is sufficiently taken in consideration when minimum weights are set. We've tested the effect of weight a fair bit and the conclusion I reached was that 1kg overweight is roughly equivalent to the handicap of carrying 2kg of lead.

So for example an older child that was 3kg over weight this year at 103kg would have had the same handicap as a youngster forced to run 6kg of lead.

The net result is the whole class has moved to favour older children. Next year the youngster will need 9kg of lead to make the weight, making his kart much harder to use and the older child no lead at all, which will make that kart easier.
