don't think (e) is a very good idea. whats gonna happen when you black/orange flag somebody, they come in and get checked and are cleared to carry on ? he's NO chance of getting back into the place he was before and there was no fault !! think you will upset alot of kids and dads with this one. The rest sound quite enforcable though, some good points.
