We found the original steering wheel position too high for my boy so moved the fixing at the top of the steering column to the lowest available hole in the frame. We also turned the plastic boss around so that the column was held below the fixing bolt, rather than above. Since then the column has just slightly rubbed the tank. Assuming the column is straight you could try adjusting these fixings, or fit a smaller tank.
