If they use a trigger pulse that occurs before the intended position, then they can design the ignition to retard or advance the ignition to any point they like.

Are these ignition systems that advanced, 'scuse pun?

It can be difficult to police cheating with these systems ans short of making a 'suspect' change their unit, it's hard to police.
