Sure can, both in a good way and a bad way.

With Dunlop Cadet tyres for example, they are usually faster once run in, which is good thing because it keeps costs down, no incentive for new tyres unless you have to.

Vega's on the other hand are just massively variable so you never know what pace the tyre is giving. With no batch numbers on them either they are particularly easy to influence results with.

Bridgestones are the reverse, seem designed to go quicker from new so that to be competitive you need to keep putting new tyres on for both racing and practice.
