Below is an extract from the ABKC site - shows the new helmets will be compulsory for cadets from 01.01.11 and for all under 15s from 01.01.13.

New Junior Helmets to meet new FIA/CIK standard:
Bell and Arai have released press releases on their new junior helmets, the standard becomes compulsory for all under-15's in CIK International meetings from 2010, and will follow on in the UK - 2011 for Cadets, 2013 for all under 15's in national racing.
