Have you undone the bearings from their carriers ? If the chassis is twisted it can pinch the axle in place. Also, have you tried some heat on the bearings ? A kettle of boiling water can help them expand... but you need to be fast as the heat will quickly transfer to the axle itself negating the relative effect of expanding them.
