Stiffness varies with diameter and wall thickness. It also depends not so much on the thickness on the straight as the reduction in both diameter and wall thickness at the main fuselage bends.

So a kart with tight radius bends will have more flexibility than a kart with large radius bends because the tube is thinned more at that point. (Though different bending techniques can vary this)

But for the same chassis, generally, large tubing is stiffer than small tubing.
