Age of the chassis.

Hi Gents, can anybody tell me when does a chassis become born in the eyes of the MSA scruts?
To explain myself a little more clearly. People are advertising chassis's for sale stating "they have had the chassis in its packing in thier garage for 2 years but only built it up and started racing it after the 2 years storage"
Does this mean the chassis, which might not be racing in the garage, but might be corroding or sufferring some other sort of storage abuse, is deemed unborn until it hits the track??
I'm interested to know as, if you buy a chassis that has been stated as full MSA legal at 7 years old but has been in storage for 2 years, then all of a sudden it is not MSA legal, if you get my drift? Please tell me what is the answer?
