Are you trying to move the sprocket carrier while the bolts on the sprocket are still tight?

The hub won't move when you undo the clamping bolt(s) because the sprocket bolts still keep it clamped.

Loosen the 3 or six bolts and it should release the hub.

If that doesn't work, then a little detective work is necessary.

Take the sprocket off the hub and see if it will slide with the bolt loosened.

If it is still stiff, then remove the key and try that.

If it moves freely without the key, then you have a binding key on the keyway of the hub.

You can see where it is binding if you look carefully down the hub's keyway.

It is usually the sides of the keyway because the holes in the axle where the key fits are usually a few thou off the centre line.

Draw filing the sides of the key and removing a few thou at a time, should cure the bind.

You can use the same method if your hubs need to be hammered off the axle with a screwdriver wedged in the slot, when you try setting the rear width.

When changing axles, it is always made easier if you slacken the sprocket carrier and brake disk bolts to allow the axle to slide more easily through the hubs.

Just remember to tighten them up again.
