take your tyre off from the same side as your bead retainer if its already popped on, if its not yet popped on take it off from the opposite side from the bed retainer. Once you got the tyre off, drill down the center of the bead retainer and use an easy out. Like a thread tap but turns the opposite way to the thread and unscrews the snapped item as you tighten it in.
