If you only want to use it on the average size track you won't need a license as PMR radio's will do the job. You can get a few different setups,but the ones used for motorcycle instructors ,like I used to be, will be fine . 2X PMR radios, one D ear piece,get the one with a boom mike if you want talk back and make sure the radios and mike are VOX compatable ( VOX being voice operated as opposed to PTT =push to talk) be aware though that when in VOX there is a slight delay < 1 sec, get your driver to cough or "clear their throat" just before they speak to stop the loss of the first word. Obviously the pit guy uses the standard PTT so no delay.
You can get them at Tandy and Currys Dixons usually, I got Josh a complete set up from LIDL ,2x radio,2x earpieces and mikes ,complete bike to bike with helmet fitting kit for £25 last year. When I first started instructing I paid over £100 EACH for basic Kenwood set without accessories ! The Lidl set works absolutely fine i assure you. They usually have a pair of radios in Tesco for about £30ish then look on the web for the D earpiece/mike (type the Police use,around the ear not in it,usually black and white.)
