Chad you ask;

"Is there a restriction on the physical design of kart wheels IE, solid or spoked ? flush faced ? shape of the spokes ? construction material?, etc etc ?"

You cannot use a split rim design and you cannot use "Hub Caps" ie ones that may/would come off with a knock.

Other than those design restrictions I think that's it.
