We race cadet but same principals apply. Yes it's legal to run without seat stays. However it's not legal to just take the bolt out from the seat end. Most karts tend to be run very loose in the dry and very stiff in the wet. If stretched for time seat stays are the last thing we touch or don't even bother with as they don't make a lot of difference to us either way.
