A couple of years ago at one of out first races off novice plates the CoC at Kimbolton had to give us a place penalty for a start offence but spent some time looking through the Blue book to find a way of imposing this penalty without points.
I think if you are polite to the CoC and answer truthfully then they will often take the trouble to impose the minimum penalty they can. Get bolshy and they could easily find a section with points!
