If a track has been properly resurfaced with modern aggregate it will yield a phenomenal improvement in lap times. In essence its a completely different track as everyone knows, one of the key elements in characteristics of the track is type and quality of the surface. When Mondello in Ireland was resurfaced [a long time ago now] it was yielding 4 to 5 seconds a lap in terms of improvement across the board... and that at a place that was predominantly flat out.

That Rowrah has improved by that much is no surprise at all... enjoy it as there's nothing nicer than driving a brand new, billiard table surface before the weather etc... has gotten at it.
