This may be complete BS (I'm pretty new at this) but check the rim sizes are correct for the tyres. We had similar wear when we first bought our 2nd hand kart. Eventually we were told it was because we had slick tyres on wet rims. The rims were narrower and caused the tyres to bulge slightly. Whether it was true or not i don't know, but we changed the rims and the've been fine ever since.
