I'm assuming its one of the Rotax classes you lad runs in ? I've an 010B and was told not to go below a medium and to adjust other parameters rather than the axle at that limit. [Unlike Pez :-)] I don't have a soft axle, so I've not tested it, but maybe the effects your lad is seeing is the reason why I was told not to use it.
