There are a number of reasons why 'exotic' materials are banned, one of them being the simple safety aspect that when composite materials break they do so without warning and they generally shatter, leaving razor sharp edges and debris.

The trouble with easing the rule for various components that freqently get damaged is that it is difficult to specify exactly what is, or isn't legal unless one moves to an inspection regime....and that doesn't even work with aircraft.
