Since the gap is measured as the start line is crossed, and there won't be anybody immediately in front of anybody else, nobody is going to be lifting at that point! Perhaps 0.5sec is too big, but the principle is sound, the drivers don't HAVE to leave a gap, and only get punished for not doing so if there is a yellow flag at the first corner, and furthermore, the gap in terms of distance, gets bigger the further back on the grid you go as you will be travelling faster when crossing the line.
