With modern timing methods, the gap between karts can be measured as they cross the start line. Make it a rule that, in the event of a yellow flag incident at the first (or in the case of a track like PF, first two) corners, any driver who crossed the start line less than 0.5secs behind the driver in front, would be given a time penalty for that race of 1 sec for each 0.01sec less than the 0.5sec minimum gap. The drivers will soon learn to judge the correct gap to leave according to their speed. End of problem.
