Vinyl For Low Surface Energy Plastic???

I have got myself a vinyl cutter for mainly doing my own stickers for my van and then clothing items as well. I want to try and make my own personal sticker kit with some of the brilliant vinyl I can get my hands on. I do realise I will have to layer the vinyl up to get the design but I cant find a base vinyl anywhere that takes to low energy plastics due to normal vinyl not adhering too well at all. Anyone know of a place that does this or what is used on sticker kits made for manufacturers at all?
