The rotax sounds perfect for your needs and it will have a decent re-sale value too. You will then be able to take up racing if you ever get bitten by the bug and you'll be able to gauge your actual performance on test days relative to other equal karts.
You can bump start a kart on your own. Have you considered buying a few old aircooled engines?
How about a Blue?
