Check the throttle cable allows the butterfly to return to the rest position against the stop.

Check that the outer cable sheath hasn't hooked up on the edge of where it enters any adjusters.

Check that the carburetor hasn't come loose and is allowing air into the cylinder and weakening the mixture, this will cause it to rev up.

Prove it's the carb by flicking off the nipple from the arm on the carb.
