Jamie, that's another of these ODD questions!

Most karts CAN be started by an external electic starter if they don't already have an on-board electric starter.

The question is..... why on EARTH would you WANT to! Karting has been going for over 50 years and for the VAST majority of that time, we have done VERY well WITHOUT electric start! Are you youngsters THAT feeble today that, unlike us oldies.... you CAN'T start a kart WITHOUT electrics???? Trust us.... you do NOT need Electrics!

If you MUST, then you only need to buy a kart engine with a clutch. The cheapest will probably be a TKM at about Ł500ish.
