Change the valve! Either the whole thing or just the insert. I've just done that with two wheels that I "inherited" recently and hey presto: the cure!

I think there's something to do with the material in the valve seat. Have you noticed that whenever you change your tyres at Quick Fit or anywhere reputable place, they cut the valve off cleanly and replace it? I've asked why an they said it is company policy, they "wear off"!

There must be something there or they wouldn't do it otherwise.
