Rear Track changing torque????

Please can some one explain to me the following statment in the tech section on this site!

"Moving the rear wheels in reduces the torque"

I cant quite get my head around how this is possible as the rotational torque of the engine cannot be changed via changing the length of the shaft can it?? I thought that the only way to reduce the torque of the engine would be to change the shaft diameter, just like changing gearing!

May be am missing something here, but if someone could explain this to me that would be great!! i dont like making changes unless i fully understand them!!
