I think it only got this far because his parent didn't take any action at the time - said he was too busy with other things to discipline at the time !! It is not acceptable for an 11 year old to behave in this way but it is even less acceptable for a parent not to take control and insist on an apology for what sounds like a heat of the moment outburst.
