The British Medical Association guidelines for weight are based on Body Mass Index:
BMI:
Underweight: less than 20
Normal weight: 20-25
Overweight: 25 - 29.9
Obese: over 30
Morbidly obese: over 40

To calculate BMI, you divide your weight in Kgs by the square of your height(in metres).

82kgs for average height 1.75m gives a BMI of 26.7 - clearly overweight
76.5kgs gives the upper limit of the normal range BMI of 25 for average height.
The middle of the BMI normal range for average height is 69kgs.
