I know I am very new and maybe some of you will think I have no right to comment yet,but,what i would like to say is, in this day and age every small circuit should be able to get coverage of nearly every inch of the track at a very reasonable cost. This could be either hard wired directly back to the CoC and run onto HDD for immediate playback or even done by WiFi. Dependant on where and how mounted and choice of lens Etc it would be easy, the CoC could use the video evidence immediately and with the evidence in front of him make a just and sound decision. Both parties involved would also be able to see the evidence as well.
Furthermore,someone mentioned "would you steal an apple if you knew your were going to get your hands cut off?",consider this ,would you intentionally bump or go for non existant gaps if you were going to lose all your points so far or be banned from competing in the remaininder of the season. If evidence ,hard evidence ,is there which is irrefutable and they KNOW the penalty they will soon think twice.
CCTV is used in Tennis now ,even at Wimbledon,so why not karting?
