they will never see everything that happens. Chances are that you will be watching your driver for most of the race and may see an incident. If there are some witnesses then it could be worth a protest but hopefully only if you feel it was stupid or dangerous. There will always be a bit of contact with such close racing.
If no official has seen the incident and there are no witnesses then probably the CoC would advise you not to put your money down as it is going to be your word against the other side. What would happen if the other guys came in and said "yes we did hit you but it was because we lost a bolt from the brake"?
We have all seen the drivers who barge their way through but run in tears to dad as soon as they get the slightest bump. CoC can only go on the evidence presented to him.
