The problem I see is that contact driving, deliberate turning in and pushing, wins races. Unless the officials take action to stop it quickly a clean driver has no chance. If they want to compete for the win, they have little choice but to adopt the same driving style or at the very least push back when leaned on, this inevitably leads to the previously clean driver getting punished or tarred with the same brush as well. It's a downward spiral and for those who want to obey the rules a catch 22 situation. If you know that by attempting a pass even fairly you are likely to end up in the gravel or with the COC then you are unlikely to take the chance. Thereby handing the win to the bully.
