The Stewards have last say on safety, but other than that it's the CoC. Hopefully these days most don't see themselves as God, but something a bit more subtle in management of the meeting terms.
The catch 22 is that currently the sport is split in half and half the sport don't want assertive CoC's that take action and the other half don't want CoC's that do nothing! There are plenty of complaints around at the moment to this effect.
I normally find people want me to be hard on drivers unless it is them in the frame!
I think higher profile drivers are noticed more because they are more competitive and therefore I've always believed that the margin between winning and being in front of the CoC to be very narrow.
