I've seen at least one post on here suggesting the height should be measured with the gasket fitted and because the carb didn't seem to want to work I wondered if it was correct.

There are a couple of different heights, the metric equivalent of what the manual suggests is about 1.4mm, I've also seen 1mm but as there isn't a huge amount you can do with the spring I can see the paddle height going up almost flush with the body.
I thought I would try and be clever and work out where the lever should be by measuring the pip on the diaphragm. By my reckoning it should be about 0.8mm below level so my 0.5mm isn't too far off.

Out of interest I tested the pop off without the diaphragm fitted and it popped at about 13 psi so fitting the diaphragm has quite an effect on the pressure applied the the needle valve.

From what I have found you can only go so far bending the lever before the diaphragm is pushed against the cover and the forks on the paddle start binding up and limit the needle movement.
