The two washers you have are for the needle valve body seat.

You remove the seat with a thin walled socket.

you will see the washer in the carb body and you will have to flick it out.

Make sure you get it all as they can laminate and leave part of it behind.

You will get DQ'd if a scrutineer finds more than a whole washer!

You need to use the fibre washer, not the copper washer.

Regarding the choke lever, There is a very thin O ring under the choke lever to seat it to the carb body.

The only other 'washer' is the bottom of the choke shaft that seals off the choke chamber and isn't part of the kit or removable.
