You'll find that even one shim will have a big effect on the gap.

I would have thought 10 thou would be enough.

Did you use red rubber grease on the seals and pistons?

With a single master cylinder feeding two pistons, you will always find one piston will move and contact first.

It doesn't matter though because as soon as there is resistance the other piston will move and then both will apply equal pressure.
