TKM Carb Pop Off Too High

I have rebuilt my TKM carb with limited success. It had zero pressure on the carb tester before but it now holds well. The problem is it is popping off around 17 psi and holding around 11. I have the genuine walbro gauge for checking paddle arm height and that seems OK. I have tried slightly bending the paddle arm with no luck. I have tried compressing the paddle arm spring with no luck. Does anyone know if such a high pop off is a major problem and / or how to reduce it? One thing that may be relevant is that the carb is completely 'dry'. i.e. it was cleaned ultrasonically, dried thoroughly and then assembled with no oil or lubricant. I'm thinking it might read differently once it has had some fuel through it and wetted the various rubber parts? Any ideas? Thanks
