Front lead placement on a senior kart?

I saw this image of a senior kart with what looks like 2kG bolted to the lower steering column chassis bracket......looks like its asking for it to snap off......but I'm sure Fernando has a few spares at his disposal, see the image below.

does anyone do this in the UK on a senior kart?

Also I have seen a few karts with 4kg on the floor tray - I thought it was just 2Kg max allowed, or is that just for cadets?.......someone once told me you shouldnt put lead on the floor tray as it pants up and down and causes the chassis to vibrate/flex.......any thoughts on that one?
