I would leave the seat where the kart manufacturer recommends it to be TBH. Ask them for the measurements and make sure you fit the seat in that position. If the driver is small then there is some scope for raising it up a bit, otherwise you'd put the bottom level with the bottom of the chassis. If he/she can't reach the pedals then get a kit to mount them closer. You should be able to make most handling adjustments with the seat in the same position. These would be: front track, rear track, tyre pressures, ride height, castor, camber, toe in/out and chassis stiffness (by tightening/loosening bumper fastenings).

If the driver is smaller then they may benefit from more castor angle but this would normally be something you'd consider for a wet setup. I think there is a danger you may be over thinking this a bit. I would recommend going testing with an experienced mechanic, you might find another dad at your club who could help or in some cases your chassis manufacturer may be able to help (Project One at Bayford Meadows, for example).
