Thanks for the explanation.

I think the MSA should be more open about penalties. Not just say "Non compliance" or "driving incompatible etc" but spell out the offence. Remind people that you WILL be penalised if you cheat or make a bad decision or a mistake with preparation, and the sort of thing you need to pay attention to.
