If he isnt at the correct weight his times will slow down when you put the correct amount on, i would recommend always running the correct weight your only kidding yourself and the driver he is at speed. I would think that most Ark's testers would want a safe kart going round the track and wouldnt get too hung up on the finite detail of MSA regs, but again no point taking the ARK's if your not MSA compliant from a kart safety point of view. I would get compliant, get the weight on, get the times something like then take the ARKS, you can race in non MSA without all the regulation so might be worth trying that for a while until you are both upto to speed on regs and time
